Dubai Supreme Council of Energy Holds Workshop to Clarify New Petroleum Trading Regulations
On 28 June 2026, the Dubai Supreme Council of Energy (DSCE) opened its doors at the Grand Hyatt Dubai for an industry workshop that set out to demystify the new rules governing petroleum trade under Executive Council Resolution No. 85 of 2025. The session aimed to give energy‑sector companies and institutions a clear roadmap for the licensing, safety and compliance requirements that will shape the emirate’s petroleum market.
Resolution No. 85, issued by Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum on 27 November 2025, establishes a comprehensive legislative framework for every activity that involves petroleum products in Dubai. Its objectives are threefold: curb illegal trade, safeguard people and property, and advance the emirate’s economic and environmental goals while boosting the efficiency and resilience of Dubai’s wider energy ecosystem.
Keynote speaker Ahmad Buti Al Muhairbi, DSCE Secretary‑General and Chairman of the Dubai Regulatory Committee for Petroleum Products, called the resolution a milestone that will lift the reliability, efficiency and competitiveness of Dubai’s petroleum market. He stressed that the new rules set explicit safety, compliance and transparency standards, positioning the sector for long‑term sustainability and readiness for future developments.
The workshop tackled licensing requirements for the import, distribution, transport, sale, purchase, manufacture, marketing and storage of petroleum products. Attendees were reminded that any regulated activity must first secure both a commercial licence and a DSCE permit, identify the source of materials and prove procurement from approved companies, and ensure that storage, transport and manufacturing facilities meet the security, safety and environmental standards mandated by the relevant authorities.
Participants included specialist teams and petroleum product experts from ADNOC, ENOC, Emarat, Dubai Police, the Roads and Transport Authority, Dubai Municipality, Dubai Civil Defence, the Dubai Department of Economy and Tourism and the Supreme Legislation Committee. The DSCE underscored that the framework will foster an integrated petroleum‑products trading system grounded in governance, transparency and effective oversight, ultimately improving market reliability and supporting Dubai’s ambition to build a safe, sustainable, future‑ready energy sector.
The workshop marks a tangible step in Dubai’s broader effort to tighten petroleum regulation and align the emirate’s energy policy with national sustainability targets. Implementation of the licensing and compliance measures, coupled with ongoing monitoring and inspections, will be the next phases in ensuring that Dubai’s petroleum market operates within a robust, transparent and secure regulatory environment.
